INTRODUCTION

In the history of KILA, the year 2000-01 was an eventful period.Since its inception in 1990, KILA has grown as a premier Institute imparting training to the functionaries of Panchayats in Kerala.As the coverage and frequency of training needs increased unprecedently from 1996 onwards thanks to the launching of People’s Plan in the State; simultaneously with the training in KILA, the State Planning Board organized a massive training programme at various levels in the form of campaign.KILA has been also helping this campaign as a partner.But, by the end of 1999, the government of Kerala realized the need to institutionalise training programme, and identified KILA as the nodal agency to arrange training for the Grama and District Panchayat functionaries on a regular basis.

 

In this context, the responsibilities of KILA increased considerably; and to equip KILA for this, we realized the need to enhance our own capacity.Therefore, during the year, KILA was involved in building up both its physical and human resources.We have acquired 10 acres of additional land for construction of 20 residential quarters for the faculty and staff, and the steps for starting construction is in progress.

 

For all these years, KILA has been working with a small faculty team consisting of 3 members.In order to strengthen the faculty, during the year; we have appointed more members to the faculty.Both to strengthen the training programme and to extent the services, we realized the need to expand the activities of the institute to the areas of research, documentation and consultancy along with training in the areas of local self government and decentralized planning.KILA has already launched definite programmes towards this direction.

 

Another remarkable achievement during the year is selection of KILA as the Regional Resource Centre for four southern states to help strengthening PRIs and decentralised planning there jointly by the Ministry of Rural Development and UNDP.Under this scheme, KILA has to offer our services to the SIRDs in Tamil Nadu, Karnataka and Andhra Pradesh..This is a new opportunity and challenge for KILA.

 

Both the programmes and the projects for building up the capacity of KILA is made possible thanks to the generous support we receive from the Swiss Agency for Development and Cooperation (SDC).We record our gratitude to SDC.Various activities KILA has undertaken during the year is given in this report briefly.We present this annual report before the stakeholders by recording our gratitude to all the friends, well wishers, organizations, especially SDC, Ministry of Rural Development GOI, UNDP, UNFPA, HUDCO and many such organizations.Last but not least, we record our thanks to the Panchayat Raj Institutions in the State and the Government of Kerala for owning up KILA.

 

We expect continued support and cooperation from all.With this hope, we present the Annual Report for the year 2000-01 before all the friends, well wishers, fraternal organizations, the panchayats and the people.

TRAINING PROGRAMMES

I. Programme for Urban Development and Management

This programme is aimed at improving the skills of elected representatives and executives in the management of urban local bodies.Also the programme focuses on areas like financing of urban development, infrastructure, housing, etc.These programmes are arranged in collaboration with the Human Settlement Management Institute (HSMI), New Delhi, which is the research and training wing of HUDCO, the premier agency for financing housing and Urban Development in India.For carrying out these programmes a Centre for Urban Studies has been established at KILA.

 

II. Programme on Decentralised Planning

These programmes are sponsored by the Department of Personnel and Training (DOPT), Ministry of personnel, Public Grievances and Pensions, Government of India.The basic aim of the programme is to develop understanding about the concept of Panchayati Raj and decentralisedgovernance (especially in the context of the 73rd and 74thamendments to the Constitution of India), its functional prerequisites and legal framework and also to develop skills related to project formulation.

 

III. Programme in Project Planning and Management

The objective of these programmes is to build up a core group of experts who can function as resource persons for initiating and guiding development projects at the district and state level.This programme will impart specialised skills in project formulation and management in general and in sector specific areas like agriculture, industry, social sectors, etc. to the participants.This is also a programme sponsored by DOPT, Govt. of India.

 

IV.Course on Finance and Taxation for Standing Committee Chairmen of Grama Panchayats

This is a specialised course structured to train participants in the areas of local taxation, financial operations and preparation of panchayat budget.The course also covers areas like Accounting, Auditing, etc. and also give insights into the tools and techniques for planning, implementation, monitoring and evaluation of development projects.The target groups are finance standing committee chairmen/committee members of grama panchayats.

 

 

V. Management Development Programme for Secretaries of Grama Panchayats

This course is designed primarily to develop basic managerial skills of the officials to manage the local bodies scientifically.The thrust of the course is on inter-departmental coordination, team work, motivation, communication, crisis management, etc.The course also focus attention on project planning, budgeting, accounting and auditing.

 

VI. Orientation Course for Members of Grama Panchayats

This is a general awareness course designed for the members of Grama Panchyats in Kerala.The course covers Kerala Panchayat Raj Acts, Allied Acts, Rules, Government Orders, Micro planning, Leadership and Communication, accounting and Office Procedures, role of Panchayats in Primary Education, Health and Sanitation, Cooperative Management, General Law, etc.

 

VII. Special Programme for Women Leaders

These programmes are organised in such a manner as to develop leadership skills of the elected women representatives of the local government institutions in Kerala.The topics include role of women in economic development, laws relating to atrocities against women, gender issues and recent developments in the area of women empowerment - Women Development Corporation, Legislations, Women's Commission, etc.This course is also aimed at developing decision making and public speaking skills among the participants.

 

VIII. Financial Management Programmes

This programme is structured mainly to familiarise the participants with various aspects of financial management of local bodies.It covers areas like State-local government financial relations, local resource mobilisation, application of funds, accounting, budgeting, auditing, management of assets and debt management.Central-State Govt. reports on local finance and latest trends in financial management are also discussed.The target groups are presidents, secretaries and standing committee chairpersons of grama panchayats.

 

IX. Training Programmes on Performance Auditing

This programme is designed for the benefit of Performance Auditors of local governments in Kerala.Besides introducing the basic principles and procedures of performance audit the programme focuses attention on various aspects of panchayat administration such as financial management, office management, development administration, public participation, transparency in administration, human resource management, etc.The course also seeks to develop basic skills in performance auditing and report writing.

 

X. General Awareness Programmes for Panchayat Sectoral Officers

This general awareness programme on decentralised governance and planning has been designed forthe sectoral officers transferred to the local bodies at various levels such as Public Health Centre (PHC) doctors, veterinary surgeons, LP School Headmasters and agricultural officers.

RESEARCH ACTIVITIES

Cochin University of Science and Technology (CUSAT) has recognised KILA as one of its Research Centres.Now students can work in KILA for research in the areas of decentralised governance and decentralised planning. 

Apart from the pure academic research KILA endeavours action research programmes also.We have adopted two grama panchayats, Parapookara and Mulamkunnathkavu,for active interaction and mutual help.The Centre for Urban Studies has already undertaken an action research programme on solid waste management.
 

 

 

 

 

 


 

DOCUMENTATION SERVICES

In order to enhance the effectiveness of training documentation is to be improved.Therefore, we started documenting of good practices, in local governance from all over the world.

At present a Research Associate is working on documentation in the areas ofpopulation, reproductive and child health (RCH), community development, gender issues, etc..

 

 

 


 

CONSULTANCY SERVICES

Phone in Service

A phone-in-service for doubt clearance on local governance and peoples planning was inaugurated in KILA on 24.03.01 by Dr. K.N. Panikkar as part of library activities.

The purpose of the service is to provide expert advice to those who seek clarifications on the rules and procedures regarding local governance, with the help of KILA faculties, mobile teams and officers in the government and other institutions.

The service can be utilized by the local functionaries or any public by asking questions over phone number 204097.This is be a unique information service on local governance, accessible to the public.On an average 10 persons make use of this service per week.

Panchayat Adoption Programme

As part of the consultancy services, KILA has adopted two Grama Panchayats, viz., Mulamkunnathukavu Grama Panchayat wherein KILA exists; and Parappookkara Grama Panchayat.The President of the Parapookara Panchayat is a Staff Member of KILA.The programme envisages to help these pachayats in the preparation, implementation and monitoring of the plans and to make intervention to improve the quality of planning.Consultancy services are given to these panchayats on various aspects of project management including monitoring and evaluation.We expect that some research studies may also emerge from the regular interaction with these panchayats.This is also an exercise for KILA in ‘learning by doing’.


 

 

 

 

 

 


 

PUBLICATIONS

KILA News

In order to disseminate latest developments in local governance KILA has been publishing a newsletter titled ‘KILA News’ in Malayalam.Apart from providing latest news, it provides information on the training programmes of KILA and clarify the doubts raised by the local bodies, through its page.Further more, KILA has published a number of training materials as part of the activities of Capacity Buildin of Decentralisation in Kerala (CapDecK) Project.

We conduct Distinguished Lectures, Internal Seminars and External Seminars.Participation of a group of academicians and activists from Thrissur help interaction with intellectuals and people in the priority areas of KILA’s activities.

The first distinguished lecture was made Prof.Amiyo Kumar Bagchi on ‘Myth and Reality of European Miracle’ on 18th January, 2001.

Internal Seminar Series 

Seminar on Community Participation in School Education-Experiments in the State of Kerala, 14th Nov. 2000

A seminar on community participation in school education was organised in KILA on 14th November 2000.The paper was presented by P.K. Michael Tharakan, Director, KILA and the session was presided over by Andreas Tarnutzer, Professor of Geography, University of Geneva.Professor P.P Pillai, former Director of Dr.John Mathi Centre, Thrissur, was the discussant.

Seminar on "Macro-Economic implications of Union Budget 2001" (31.03.2001)

A discussion on the Union Budget 2001 was organised on 31.03.2001. Dr. M. Raghavan, Professor, KILA has made the presentation. Mr. A. Sethumadhavan, Chairman, South Indian Bank Ltd., was the discussant.Professor John M Itty presided over the function.P.K. Michael Tharakan, Director, KILA, specially invited academicians, research scholars and faculty members of KILA actively participated in the discussion.

EXTERNAL SEMINAR SERIES

Seminar on Information Communication Technologies and Society 22nd February, 2001

‘Information communication technologies and societies’ was the theme for the seminar on 22nd February, 2001.P.V. Unnikrishnan, Executive Director, Information Kerala Mission presented the theme paper and the session was presided over by Dr. M.Raghavan, Professor of KILA.C.K. Raju, Associate Professor, Information Technology was the discussant. 

The seminar highlighted the usefulness of creating networking of all the local bodies in the State, Planning Offices,State Planning Board and Information Kerala Mission (IKM).

The seminar also focussed on demystification of computer and information technology, utilisation of local resources for software development, training and mobilising support mechanisms for local governance.


 

 

 


 

WORKSHOPS

 

Worskshop on Performance Auditing, 12th January, 2001

A one day workshop was organised in collaboration with State Performance Audit Authority on 12th January, 2001 with the specific objective of developing a checklist for performance audit teams in Kerala.V.J. Thankappan and M.P. Parameswaran, Vice-Chairman and Member respectively of Committee on Decentralisation of Powers, Govt. of Kerala, P.K.Michael Thanrakan, Director, KILA, N.Sivasankara Pillai, State Performance Audit Officer, Joy Elamon, Project Executive Director, CapDeck, KILA, L.Sukumaran Nair, Consultant, State Planning Board, V.R.Raghunandanan, Integrated Rural Technoloyg Centre (IRTC) Palakkad and Performance Audit Teams from Thrissur and Palakkad districts participated discussions in the workshop. V.K. Gopi, Associate Professor, KILA, was the Coordinator of this workshop.

A checklist for the performance auditors was developed in the workshop and it has been forwarded to the government for their consideration.

 

Workshop on Town Planning Bill on 25-26 April, 2001

KILA and Town and Country Planning Depart ofthe Govt. of Kerala jointly organised a workshop on ‘Town Planning Bill’, to discuss and suggest measures for improving the bill.Sixteen persons participated in the discussions.T.R.Augustine welcomed the gathering and P.K.M. Tharakan, Director, KILA made the inaugural address.The suggestions came out of the workshop was submitted to the Chief Town Planner, Govt. of Kerala, for making amendments to the Bill.

Zonal Conference on Grama Sabha, 9-10 February, 2001

KILA in Collaboration with National Institute of Rural Development (NIRD), Hyderabadorganised a zonal conference on strengthening grama sabhas. The participants were both elected functionaries and officials from South Indian States representing all the tiers of local bodies.The Conference was inaugurated by Shri.Paloli Mohammedkutty, Hon:Minister for Local Self Government, Govt. of Kerala.Mthew C. Kunnumkal, Dy.Director General, NIRD, delivered the thematic address and P.K.Michael Tharakan welcomed the gathering.Sudha Pillai, Secretary, Ministry of Rural Development, Govt. of India actively participated in the discussions and clarified the doubts raised in the discussion.S.P. Jain, Director, Centre for Panchayat Raj, NIRD, was the Coordinator of this conference.

Kerala Science Congress, 29-31 January, 2001

The 13th Kerala Science Congress was organised jointly by Kerala State Committee on Science, Technology and Environment and KILA during 29-31 January, 2001.The focal theme of the congress was ‘Information Technology for Development – a Millenium Perspective’.Shri. E.K. Nayanar, Honourable Chief Minister, Govt. of Kerala inaugurated the programme and released the proceedings of the 13th Kerala Science Congress.


 

 

 

 

 


 

VISIT TO KILA

Villages in Partnership (VIP) – Exposure visit to Keala, 24-26 April, 2001

A team of 28 women under the leadership of T. Nagendar Swamy, Executive Director, VIP, an NGO form Mahabubnagar, Andhra Pradesh visited KILA during 24-26 April, 2001.The purpose of the visit was to learn the activities undertaken by the local bodies in Kerala under the People’s Campaign for the Ninth Plan, especially the activities related to the women empowerment programme.They visited Madakathara Grama Panchayats, Pookode Grama Panchayat and Thrissur District Panchayat.

INFORMATION TECHNOLOGY

Information Technology (IT) has a pivotal role in local governance. It improves the efficiency in administration of local bodies, increases the transparency, and facilitates for timely intervention.

KILA has accepted in principle, proposal to set up a virtual network of local bodies using internet. Model projects, innovative schemes and best practices would be disseminated through the internet. We propose to main an archive on rural technology being developed by the local bodies.

In order to facilitate these functions, along with the training activities, we have acquired 41 computers of which 20 has been utilised for setting up a training lab. A local area network is being established within the campus of KILA.


 

 

 


 

LIBRARY AND INFORMATION SERVICES

One of the important activities of KILA is collection, storage and dissemination of information in the areas of governance and decentralised planning. In this regard the Library plays a crucial role.

Peoples plan campaign corner

A people's plan corner in KILA library was inaugurated by Dr. K.N. Panikkar, Hon'ble Vice Chancellor of Sree Sankaracharya Sanskrit University on 24th March 2001 in KILA.

 

The objective of the corner is to keep a collection of all print and non-print materials on peoples plan for reference to those who are interested in democratic decentralisation and peoples planning process in Kerala. The corner now contains development reports and plan documents of local bodies, hand books, manuals and study reports published for the campaign, the papers presented in the international conference newspaper clippings etc. as part of it.

The corner which is an information dissemination point on all aspects of peoples planning process would attract students and researchers on the topic from other states and abroad.

 

 


 

COLLABORATIONS WITH OTHER AGENCIES

People’s Campaign for the Ninth Plan and the CapDeck Project

People’s Plan in Kerala was launched in 1996 without creating the necessary awareness and equipping the people to handle the job of formulation, implementation and monitoring of plans. Therefore, the State Planning Board simultaneously launched a massive campaign to create mass awareness and to provide training to millions of volunteers at various levels. The Committee on decentralisation of powers’ appointed by the Government of Kerala recommended the need for institutionalisation of the training programme and suggested that KILA should act as the nodal agency to do this job.In this context at the initiative of the Government of Kerala, KILA has entered into a collaboration with Swiss Agency for Development and Cooperation (SDC) for a project on Capacity Building for Decentralisation in Kerala (CapDecK). The CapDecK aims at building the necessary capacity to various actors of Panchayat Raj Institutions in the State by providing regular training on various aspects of decentralised planning. With the help of this projects, KILA is in the process of institutionalisation of the training programme and developing research, consultancy and documentation in this area.

The main issue of the training for the Campaign has been to motivate and empower the local self government institutions to take up the new challenges of development planning.As noted earlier, the initiative has been taken by the Kerala State Planning Board and at present the KILA is being strengthened to carry on the Campaign in a sustained manner.

The following are the specific objectives of the project :

The agreement between KILA and SDC was signed on 24th January, 2000 and project period is upto 30.06.2002.

Due to changes in its leadership and delay in the recruitment of the additional faculty and staff KILA could not implement all the activities envisaged by the project during year under review.The second half of YPO-2 saw the new Director taking charge and the KILA faculty fully in place.Since then KILA is in the process of speedy implementation of the project.

Support to and monitoring of training

More than one lakh trainees participated in the CapDecK supported training programmes at the State, district and local level. People’s Plan Campaign Cell (PPCC), KILA, Institute of Management in Government (IMG) and SIRD were involved in conducting one or several CapDecK supported training programmes for capacity development in the context of decentralization.In addition to these, the members of the mobile teams played a crucial role in the conduct of these programmes at the district and regional levels.The major streams of trainings conducted so far are the following.

Mobile Teams

Orientation-cum-training exercises are conducted for the mobile teams at KILA.Based on Panchayat visit reports a handbook ‘Question and Answers’ was prepared to serve as guidelines for providing uniform solutions and on the spot advices.

Now, the mobile teams has been integrated as extension faculty of KILA.A preliminary step to document good practise at the local bodies was also taken during this workshop.Moreover, mobile teams will help to identify important areas for field studies since they act as a permanent linkage with KILA and local bodies.

Infrastructure and Facilities

Steps are underway to construct 20 quarters to provide residential accommodation to the faculty and staff. Accommodation facilities for trainees was expanded during this period by adding 60 beds in the new guest house. Now KILA can provide accommodation to 220 participants at a time. Preliminary steps for the upgradation of library have been taken.

 

 

 


 

COLLABORATION WITH HSMI

Centre for Urban Studies

The Centre for Urban Studies (CUS) has been established in KILA in collaboration with Human Settlement Management Institute (HSMI)/HUDCO to provide training programmes in shelter and urbandevelopment sector; and to promote action research in this area.

COLLABORATION WITH NIUA

Urban Management and Development under the Indo-USAID FIRE(D) Programme

The Financial Institutions Reform and Expansion FIRE(D) Programme proposes to put in place a network of training institutions for facilitating the conducting of institutional capacity building training workshops on a sustained basis.The National Institute of Urban Affairs (NIUA), is the nominee and the designated technical representative of the Ministry of Urban Development, Govt. of India.Co-ordination and organisation of capacity building training workshops for Urban Local Bodies through an expanded network of training institutions is one of the prime responsibilities of NIUA under the FIRE(D) Programme.The period of collaboration is up to September 2003.

DEPARTMENT OF TOWN AND COUNTRY PLANNING

Capacity Building of Officials of Town and Country Planning Department

In the context of decentralised planning in the State, the focus of activities would be at the lower levels where micro level plans and project are being prepared by theLocal Self-Governments.Therefore, training of personnel of the Department of Town and Country Planning in this area becomes important. 

Training in the areas of building laws, town planning laws, plan preparation and processing, urban transport systems, environmental impact analysis, information technology, computers in planning and geographical information systems, etc. are to be provided.

Human resource support

The Training Cell of the Dept. has been transferred to KILA and a Senior Town Planner is in charge of the Programme.

 

 


 

UNFPA AIDED IPD PROJECT

This project is to be implemented through the Health Department, Government of Kerala. The major programmes under the project include Reproductive Health Care (RHC) and Family Planning Methods, Population Planning and Development and advocacy of ICDP goals. KILA is to undertake the training and research activities of UNFPA project in Kerala as a collaborative venture.

This programme proposes to provide training to health officials, policy makers at the local level (Panchayat, Municipal functionaries), NGOs and local activists. The programme also require situational analysis of districts, identification of major health problems, etc. follow-up through research and evaluation studies are also envisaged to assess the impact of these programmes.

 

The specific objectives of the project are:

The project envisages to provide a package of services in Reproductive and Child Health (RCH) area based on a community need assessment approach. This programme is implemented in three backward districts in the northern region of the state namely Kannur, Kasaragod and Wayanad.The services provided in the programme include safe delivery services, reproductive health activities for adolescents, counselling services, early detection of cancers of reproductive organ, safe abortion facilities, treatment of reproductive tract infections and sexually transmitted diseases.

The approach is to Provide quality services in RCH based on the demands of community to improve the maternal and child health conditions and thereby improving the capability of women to regulate their fertility.

Since KILA has been recognized as the nodal agency for strengthening the local governance system largely through Research and training programmes, the IPD project sponsored two faculty members at KILA for imparting training in the area of RCH and Gender and Community Development.Under this project a Research Associate is working on documentation of developments in the areas of concerns of the project.

The project period is upto 31st December, 2002.

 


 

COLLABORATION WITH UNDP

Capacity Building of Elected and Official Representatives of Panchayati Raj Institutions in Collaboration with UNDP

The Ministry of Rural Development, Government of India in collaboration with the United Nations Development Programme (UNDP) prepared a sub-programme on developing capabilities in the country by providing training to Panchayati Raj Functionaries and administrative personnel involved in Panchayati Raj Institutions. As part of the sub-programme the collaborating bodies selected six Regional Resource Centres to provide training support for Panchayati Raj Institutions in the respective region.KILA is selected as the Regional Resource Centre for the Southern Region covering Kerala, Karnataka, Tamil Nadu and Andhra Pradesh.The important objectives of the programme are:

NEREO

 

Development of Open Learning Materials by KILA: a joint project between KILA and NEREO

The North East Regional Employer’s Organisation for Local Authorities (NEREO) is one of the ten regional organisations serving local governments in England and Wales. The overall aim of the organisation is to give advice, support and represent member authorities in the broad fields of human resource management, management practice and organisational development.

The project on development of open learning materials aim to develop KILA’s training capacity specifically by assisting it to produce and effectively use open learning material focussing on the improvement of financial management within its membership (Panchayats, Municipalities and Corporations).
